Basil Update

i am anxious to transplant my basil because the seedlings are really close together and i am worried that it will be too difficult to detangle the roots. but i read online that they should have a couple sets of true leaves before they are ready to be transplanted. they currently have only one set and they haven't seemed to grow much in the last week. is there something wrong with them? are they stunted? is it safe to transplant them anyway?
